Indeed, this guy seemed like quite a roughneck. Harring- "Does that mean your leaving?" Did Eli leave his question in the air and go quiet?
Eli did indeed go quiet, instead taking the time to reposition his birdself in a location that could spy all the goings on with the agents. Preferably somewhere that he could escape from quickly, on the odd chance those sector three buffoons could spot vampire birds.

Agent Harring spit and cussed a bit more, got out of the car and looked about. Of course, Eli was already in a much better position to spy, and he saw nothing as the backup arrived in a van and quickly met up with him. Harring- "Keep a hand on if you want, but there's no visible target. Sensitive like I said, someone has ears on."
Agent One- "Report what you can, then."
Harring- "It ain't great. I was just doing my bit here when I hear a loud voice in my car. Coulda been in my head for all I knew, but there was more to it. Like, using loud sound as a weapon."
Agent One- "This does sound daft. Smile for us?"
Harring- "Oh I get it. 1, 2, 3, 4, 5, 4, 3, 2, 1, Tiffany." He put his index fingers on his nose in succession.
Agent One- "Close enough. So a voice in your head, like..?"
Harring- "Demanding knowledge of what the Sector is doing here, what we know about the war. Tried to use some kind of offensive sound on me when I refused, then tried bargaining. Just stopped before you got here, definitely spying somehow..."

Elibirb - *Guilty as charged* Well, they didn't have knowledge of the Sombreta sound powers, at least, and probably didn't know about vampire powers. Or the vampire thing at all, maybe? So who did they think this war was with...gangs? Druglords or something similar? But why would national security care about that? Or maybe only the higher ups knew about the vampire aspect? Hmm...
Well, speculating wouldn't get him anywhere. Maybe he could spy in the van, or tail it when they left? There had to be some way that he could get some answers... They were very good about letting no information into the conversation that Eli didn't already know - "sensitive" situation mode. They didn't know what they were dealing with though. Eli was able to follow them unseen. They used a metal detecting baton and thorough patdown on Harring before getting him into the van. The van took off, leaving Agent Two. But instead of getting into Harring's possibly tainted machine, he took to patrolling the neighborhood on foot.
Did Eli pester or hang out with Agent Two, or follow the van?

Eli could rest on the van roof just fine, or try flying. Either way, he got to follow them to a hotel on the landward side of the waterfront district. They parked in the alley, in a space reserved for hotel employees, and a few minutes later came out of the van packing big metal cases.

The van wasn't in a very safe spot, since the hotel lacked its own indoor parking - just a dirty alley. Therefore, the cases might just be expensive equipment and such that they wanted to keep safe from car prowlers. The hotel wasn't as grimy as a hostel for society's rejects, but was less classy than the average chain business affair. It was hard to imagine any of the Reckenbergers staying there, except punks like Berthe and Anselm, and he knew where they lived, more or less. Maybe the pink-haired one..? The Historic Gertlestrop Hotel.
They were probably gonna slip in the back door, which as keyed access wouldn't be accessible. If he wanted in, it was hustling to the lobby. But then, maybe if he flapped around outside the building, he'd get lucky and hear them going into their room, be able to spy from outside.

There was no way to pull this move off without seeming supremely unnatural - spiralling around the building at top speed. Shadow powers plus the ignorance of mortals was his only protection. Minutes later, as he was being thankful for an immunity to dizziness, he heard a door open and zeroed in.
At the ledge, he saw the agents come into their suite on the top floor, back face of the building. They weren't even glancing at the window, apparently satisfied there was no way they were being spied on from that corner. Shadow powers + only being seen peripherally = excellent.
They started winding down, loosening clothes, putting things in place, chit-chatting. Agent One was a bit older and had some authority over Harring, his name was Sutter. When everything was squared away, they sat down at a small folding table on opposite sides. Harring gave a more detailed statement and again, gave away nothing new.
It was weird being glued with powers to the edge of a building, an unbreathing bird in cold shadows. Effortless as it was unnatural, but just a weird experience whenever the moment caught in his thoughts.

Frustrating indeed. But just when he was about ready to be gone, they switched gears.Sutter- "It definitely happened, but what the hell does it mean? Do we know any orgs that match this MO?"
Harring- "No damn way."
Sutter- "Any relation to the PoIs from before?"
Harring- "My gut says this was someone young. The PoIs were an older and younger guy, kinda subculture styled, thought maybe they were just in the burned out place to turn a trick. Who knows?"
Sutter- "My feeling based on the report: This was an outsider to the underworld. Somebody that doesn't know how shit works, is kinda making it up as they go along. A first timer."
Harring- "White collar criminals? Something to do with tech?"
Sutter- "The love of gizmos, that matches."

Sutter- "Why grill you? ... Because they aren't a faction in the war, but want to take advantage of it. Take over some kind of racket."
Harring- "We haven't even been able to find a drug connection. What are these fuckers fighting over?"
Sutter- "What would some tech nerds think they had a shot at muscling in on?"
Harring- "... No fuckin' idea."
